1996 dodge van R headlamp brighter than L headlamp
Did check the fuse: Ok. did swap bulbs: Ok. I did polish the headlamp covers, look much better than before. Any advice on the situation, highly appreciated

Clean the connectors on the bulbs.
Each bulb connector will have a ground wire attached to the body nearby the HL. Remove the ground, make the mating surfaces shine like silver and retighten.
BUlbs do lose brightness as they age, One bulb could just be much older than the other.
