Exclamation 1988 Dodge Ram Van High Idle

How and where would you adjust the idle on a 318 5.2L in a 1988 Dodge Ram Van? It always seems to want to pull out at 15 mph, a bit high for idle. I also had a Fuel Rich Burn error code when I read the check engine light, how would this be fixed. Would the be a result of a high idle?

I've posted pictures below of the throttle body, maybe if the idle (screw?) could be circled it would be a great help. Thanks in Advance.

Sorry about the less than MS Paint Quality. I found where it adjusts. It is the bolt (5/16ths) the red line is circling, for future references.
