passenger window problem

Ever since I bought this van about four years ago I have been having a problem with getting my passenger power window up without it stopping 2/3rds the way up... then having to wait a few + minutes to finally get it up the rest of the way. It will finally go all the way... if I wait long enough
I have taken the motor apart, cleaned & lubed the guts and cleaned the contacts. The motor seems to run strong. I recently read another write up on this forum on replacing the regulator so I got one off amazon and this weekend replaced it.
After taking the old regulator out, there appeared to be nothing wrong with the old regulator... and low and behold the new regulator gave me the same problem as the old... the window only goes up 2/3 of the way then slows to a stop. I again looked at the motor. It does not heat up when running at least to my touch... it just slows down to a stop after running from down to up. I looked at the window tracks, and even lubed them with silicon, but still have the same problem.
I cannot believe I need a motor... and then looking for one on Rockauto I cannot even find one to price. So other than a junk yard, can anyone give me some options ???

I have used two cans of silicon spray on both sides of the track in the past four years...
When I had the regulator out I pushed the window up and down in the track and it slid smoothly the whole way.
When the window stops going up, it won't go down either until a few minutes pass. Then it will continue up or down without hesitation.
If a passenger gets in and plays with the window down/up part way/down all the way then back up... it will stick at the bottom until again a few minutes pass,and I do mean a few minutes... then it will work again like normal... so not just a dirty track at some point.
strange... although I think it has to be the motor or some type of breaker in-line with the motor. It only has problems on the passenger side.

NO, as it slows to a stop while traveling up and never while going down...
once it stops it won't start again for 30 seconds or more... after 30 secs it will start again up or down but still does slow until it dies again... wait 2-3 minutes then can usually run the rest of the way up...
as I mentioned I took the motor off and ran it I cannot stop it with my hand even holding it with a plier, and the motor does not get warm, yet the symptom is like something overheats and you just have to wait until it cools... a few minutes then it will work again fine, but will give the same problem if you go down then back up again...
I keep thinking there is a thermal fuse inline that needs replacing...
already wasted $60 on a no-fix regulator...
now my problem is finding a regulator motor...
