Default 97 b2500, transmission slips, kickdown band?

Hi all new to forum. I drive a 97 b2500 conversion, 181000 miles on it. Put a lot of work in since I picked it up a year ago, and put 10k + miles on it. I have only novice mechanic skills with little to no knowledge of transmission systems. I have a few questions and was hoping to be pointed in the right direction...

The main problem: My rpms grossly overcompensate when the van should be shifting from 1st to 2nd gear. This happens somewhat infrequently, but seems to happen more often when the engine is below normal operating temperature. It's a more recent development, and this could be speculation considering the weather has started to get colder. BUT once the engine reaches normal temp, its much less noticed. Occasionally trans won't shift at all, and keeps revving in 1st gear. I don't floor it, there doesn't seem to be a trick to force it to shift. Regardless, the problem seems to be becoming more and more regular.

I'm about to dump my trans fluid and change filter, re-adjust kickdown + low reverse band screws. I have no way of knowing when the last time this happened was. I'm wondering if my problem could be easily attributed to these being out of calibration.
I'm also wondering how crucial a torque wrench is to making these adjustments as I don't own one but I could track one down or purchase one.

My final curiosity lies in how trans fluid type could play into this- the last quart that went in was atf+4 full synthetic. Doing some research on this forum this seems like the appropriate type, however I've also read that these vans are picky about the fluid that goes in. The Haynes manual reads that I should be using ATF+3 fluid.

Before I dump trans fluid I would like to know EXACTLY which fluid I should be putting back in, as well as any other pointers and recommendations for this procedure. I'm hoping this will be something I can fix myself. I have put a lot of time and effort into this van to let it go out like this! Thanks

ATF +4 is the current spec for trans fluid. It superseded ATF +3.
