Recently bought a work van. The AC blows hot even when turned off. The control is stuck 3/4 on the way to hot. Would replacing the control help, or is it more likely something behind the control?

The radio does not work. We're pretty sure it's a fuse, but there are several fuses missing from the fuse panel, and no diagram to be found. Does anyone have an idea where the radio fuse might be?
