Default Why does flex-a-lite fan fuse blow?

Installed the flex a lite s blade fan with basic flex a lite controller. It keeps blowing the 20amp inline fuse.

It is setup as per instructions:
I have fan negative going to negative battery terminal
Fan positive to controller
Controller with inline fuse to positive battery terminal

From what I read the fan uses 17 amps and the controller hamdles up to 20 amps

It might work once or twice, but eventually blows the fuse. I just replaced the fuse, let it idle and I could here the van like stutter and when i checked it, the fuse was blown.

Any help is greatly appreciated.

Well, spoke to flex a lite tech and the 17amp fan will draw 35amps on start up and the 20amp controller can apparently handle 35 amps so I needed to put in a 40 amp fuse. Go figure.
