Does the "Cruise" light come on when you press the ON button?
If it doesn't, it could be as simple as the clock spring in the steering wheel went bad.
If the light does come on, then you probably have a vacuum leak. Also a good tech with an advanced scanner probably can find the issue very quickly.
A Haynes manual is good for beginners. It spells out repairs too easily, so it can be confusing. If you have more questions, just ask.
I have the Service Manuals and while they are comprehensive, for a novice, they will be way too involved with its verbiage for some repairs.
Does anyone remember the old joke about Haynes manuals...
It went something like...
To repair a broken HVAC vacuum line..
1. Disconnect negative battery cable.
2. Remove engine
3. Find broken line
4. Repair with new line or tape
5. Installation is reverse of disassembly.

Thanks so much guys. The light does indeed come on when I press the "On" button so I suspected it was likely a vacuums leak. I have the 3.9L and was wondering where in the world is the cruise module? Figured I could trace the lines from there.
BTW, Haynes manual step #2 is EXACTLY what I would do ;-)

Checked the horn based on feedback from ol' grouch and it was working fine. Then I located the vacuum reservoir and servo based on the manual pics posted by ElkCon and the vacuum line that connects to the reservoir was not connected. Cleaned and reconnected there line and voila, problem solved. Now cruise works like charm!
