Default How much vacuum should I feel?

Hi all.
I was replacing the TPS and while test running with the air cleaner off, I noticed the breather hose was pulling vacuum...(hose that comes off the top of the RH valve cover)
Should that be doing that?

Yes the PVC system is pulling vacuum through the crankcase and the breather is where the air goes into the crankcase. It should only be around 3-5 in. of vacuum, not 20 like at the intake.
