Default Possible Stuck Piston Rings - 87 Ram Van B250 318

Hello,
Need some help diagnosing a problem i’m having with a van I just bought.
Runs okay, no smoke blowing out the back but it’s definitely not the strongest running. Low compression in one cylinder at about 45psi. 40k on the clock but it could be 140 since it’s only a 5 digit counter.
When i got it the spark plug in the one cylinder was HEAVILY carbon fouled. Took it out today to see if I could give it an italian tuneup in hopes it would fix it after trying ATF, and seafoam soaks and spraying the rest of the can down the carb to knock them loose, but it still reads low. Took the spark plug out and it had a little oil on it. I’ll have to run another compression test with a squirt of oil to see if the compression goes up but has anyone had this issue? I’m mechanically confident in doing a rebuild but my situation isn’t ideal for that; as I’m in an apartment and an engine rebuild in the parking lot would not fly if I was found out.
Is it possible that it’s anything else? And if it is likely the rings does anyone have any ideas on getting them knocked loose?

A leak down test would tell you where the compression is going whether valves or rings.
