Default What fails in PCM P1765? How to replace potting?

Model: 2000 Dodge Ram Van 2500 5.9L

I need to know what component goes bad on the PCM circuit board that would cause to the trans relay primary circuit to fail to ground and throw p1765. Depining pin 30 - C2 and wrapping some wire around it to manually ground it fixes the limp mode. I want to see if I can fix the PCM without randomly re-soldering the whole board or hunting for un-soldered pins. There's probably a procedure to locate unknown components but I don't know how and might not have the resources for it.

I think I also need to touch up the Idle Air Control chip but I was able to find out where that is on YouTube, along with a bunch of other things like the ignition coil driver.

The main reason I'm opposed to sending it out to a re builder, besides saving a buck, is to keep them from cutting the heat sink for easy access. If I do send it in I would probably only send in the PCB to keep my heat sink safe. I think i've maybe found two business who don't automatically cut them.

Which brings me to a second question I have.. When attempting to repair the PCM, should I remove all of the potting or only the section over the target?
Is there a way to replace all of it, if you remove all of it?
Or is it advisable to cut a single section out, then just plop in back in and cross your fingers?

If there is someone or somewhere else to ask for this information also let me know. It was probably well known to wizards at some point but I might be a decade or so late to the party.

Okay as far as that goes, it looks you can buy various circuit board potting compounds online. It leaves me to wonder if all re builders even bother to replace it. So far it looks like black is the cheapest and clear is the most expensive.
