Default NAPA Idler arm conundrum

Has anyone put on a NAPA idler arm (part 18819)? It has two rubber washers and a thicker EVA foam one. We can’t figure out how the foam one is supposed to be used, and the photo on NAPA site shows it disassembled. It’s a strange addition compared to any others I’m finding online. One bushing side is longer than the other, and the rubber doesn’t cover the whole thing. Should the foam go closest to the metal washer, or the arm??? See photo.

It goes on the bottom of the idler arm prior to sliding it into the frame. The foam washer is there to act as a dust boot since there is no rubber grease cup on the top or bottom of the idler arm.
