Default PCM and conversion question

Hello all. I have an extended warranty through an outside company. As some of you may know, I have a bunch of problems with my van. I pulled out some old paperwork to figure out what I could do and seen that I have an extended warranty through an outside company. The problem is that they don't cover emissions or paint. My diag. codes is P0442 and P0601. Due to this helpful site I was able to figure out what they mean. My problem is that online reasearch shows some websites to say that the PCM is strictly emissions, while another website says everything but!! P0601 Internal Control Module Memory Check Sum Error and P0442 Evaporative Emission Control System ...is what I came up with. I need to know exactly what the PCM does, meaning is it emissions or the van's computer for everything else? And as weird as it sounds, the other code only came on the same time. For the first few weeks, no light would come on, then when it did, I would pull over and run the tests. Both codes would flash.A few hours later, I would drive with no light on, etc, etc. Are either of these related to emissions? Also even though I asked in a previous forum about a sparking sound, can it be related to this? It sounds like arcing. I followed a guys tips and seen no bare or loose wires anywhere under the van.
My other question is the conversion. It was done prior to me purchasing the vehicle. In 2003, the van was only 2 years old, although the clearcoat started flaking in several spots. All of these spots are just on the conversion. I do wax the van, every year, and they keep on coming more and more. Would this be a DC issue or the conversion manufacturers problem? I was hoping(but doubt) that if it was either, they would have some kind of warranty on it. I don;t mean to sound cheap, but with all of the other problems I have with this van, I am trying to get someone to be responsible for something. It is 5 years old and I've had so many problems with it. My previous van was a mini van(not Dodge) and never had issues like this. HAs anyone else experienced a lot of issues with their van? I did a google search and find NO recalls, no complaints, etc. Usually upset customers post in epinions but that is not the case. I love Dodge, but I hate mine. I never had issues like this with a newer vehicle. Thanks for reading!

a dumb thing for me to add is that I also have power problem to tv or it is shot. It is the type that was in my van when it was bought. Would this be a Chrysler or conversion issue?

The PCM controls everything from ignition timing, fuel injection, and idle, all the way to the transmission, so it's definitely encompassing far more than just emissions; simply having codes stored on there certainly should not fall under their emissions loophole. However, looking at the actual codes you pulled, I'm not sure there's much you could get out of the warranty, though I'm not too sure what the first one actually means; I'll wait for somebody else to chime in on that one.

The TV would be a conversion company issue, as they would have been responsible for all the wiring associated with the TV they added.
