Default Engine Surging

Hello,
I drive a 01 dodge ram with the 318 and a manual transmission. I was driving it tonight and when I put in the clutch to downshift to a stop the engine surges between 1000 and 2500 RPMS. It stays this way as I slow and when I hit about 3 to 5 MPH it will finally go back to normal. Any ideas? Has anyone else had a simular problem? I know that it has to be something electronic. Maybe the speed sensor on the rear diff? Any advice would be appreciated...

This happened on my old Bronco, very common to Fords. I believe it was from a bad Idle Speed Motor. Might help to check that. Good luck.

Is your idle speed motor part of your throttle body? Is it something electronic on the side?
