Default RPM surge

Hi ,I have a 2001 ram wth a 318 and lately when I start it in the morning the rpm surge around 300 rpms. It stops once driving threw tow but when on Highway travelling around 60mph its surges again. It seems like every bump in the road it will surge for a second and then back to normal. I placed the truck on a scanner and everything was fine except when we went to raise teh rpms to 1800 it would take the truck10secs or so to raise. My buddy who is a lisc tech thinks it might be the IAC not working properly all the time but I think it might be the tps...Any Opinions?

I'd go TPS first

IAC is usually the culprit at Idle, but not at other RPMs.
