5.9L 96 indy ram- Slow getting slower

I own a 96 Indy ram 5.9. I bought the truck as the 2nd owner with 19k miles and have about 89k now.
I really enjoy the rig but it has gotten slower I believe.
Accelatartion doesn't really kick in until about 2000RPMs and my milage is getting worse.
Any tips on what to look at?
I have newer plugs and the Trans was rebuilt about a year ago.
It shifts crappy and always has. It has a surge from 1st to 2nd but its the engine's powerband I am most concerned with.
I have heard the intakes leak, could the throttle body be a weak spot too?
