My key is stuck in the ignition in my 96 ram and it wont come out and it wont start the truck either. is there any way to replace the cylinder WITHOUT taking the steering wheel off.
appreciate the help.

 

This happened to our 03 Chevy Trailblazer and it was actually a recalled item. I wouldn't be suprised if the same is true for your truck.

NO RECALL. remove the shrouding around the lock cylinder, there are 4 tamper proof torq bolts around the perimeter of the ignition switch. Take them out and the whole thing will come out, unplug it and take to dealer, they will recode your NEW lock cylinder and put it in your NEW ignition switch for you.
