Default Air Conditioner Temperature Control

I am helping a neighbor with the air conditioner on his '99 3500, Cummins. I have charged the system. Pressures look good and I am quite sure that the evaporator is getting COLD.

The system, however, is pouring heat into the heater core and mixing it with the cold air. I need some help with this part since I have no "familiarity with the particular breed."

How does this particular system work? Does it modulate the flow of coolant to the heater core or does it mix the air with a door in the air handler? The temp control does not seem to be mechanical, so I assume that it sends a signal to a controller that in turn regulates the temp by controlling coolant flow to the heater core or moves an air flap.
