i was wondering i have 1995 dodge stealth SOHC can i put a DOHC in it with out puting a whole new wiring harness in it

you might get away with using stock harness but more than likely you would have to slightly modify it and get computer for DOHC engine.

Yeah, it's possible. However, there are quite a few differences in the engines. You'll probably get replies to this post stating how it'd be cheaper and simpler to buy a DOHC Stealth. But if you're willing to drop some bank, all things are possible with time and money.
