Exclamation Need help with my 92 Stealth RT Twin Turbo

Hey guys, I am new to this so please bare with me. I recently bought a 1992 Dodge Stealth RT Twin Turbo and for some reason it won't let me go above 4500 rpm in any gear. I have read around about it might being a bad throttle position sensor. The car also sits at 1000 rpm at idle and goes as low as 500 rpm and sounds rough (almost like its about to stall). I don't know if this has anything to do with it but it does have an hks electronic valve controller and a boost controller, I just turned them off in case it was an internal problem and I didn't want to put the engine under any kind of extra stress. If anyone can help me, please let me know. If you need more info just let me know.

you check your idle air controller? or for boost leaks?
