Default RE: turbocharger

You need much more than "just" turbos. You would need exhaust manifolds, oil pan (or have your modified for oil lines), motor mounts, a turbo ECU and wiring harness (not totally required, but makes tuning much easier), intercooler(s) and all the applicable piping. You are looking at a couple of thousand dollars just in parts (depending upon where you get them) plus labor expenses.

I don't have any experience with ASAPmotors so I can't help you there. The DOHC motor for a 91-93 is $1295 I have heard horror stories about importing motors, but like I said, I have no personal experience with any of them.

Yes, that is all you would need to make your car a DOHC. I'm not sure if the ECU and wiring harness is the same though, you would have to check on that.
