Buying Dodge Stealth advice
I felt that it was a bit high but the 18000 miles and outstanding condition makes me want to jump on it.. It looks as if it had never been driven it was so clean.. I do want to offer a reduced price but I do not want to risk souring the potential deal.

I am assuming it is a non-turbo...
Even so, I don't feel $8500 is too far out of line for a car with only 18,000 miles. Low mile examples are getting harder and harder to find, so even if it is more than KBB or NADA (which under-value these cars anyway) it's still a good find. One thing though, regardless of miles, all the belts, hoses, etc. are still 12 years old and could be in need of replacement. I would strongly suggest replacing the timing belt, for peace of mind more than anything.
Read the buying guide pinned to the top of the forum for more info on what to look for. If you got the cash in hand, offer him $7750-8000, just don't low-ball him too much.

A carfax report could give you a better idea if 18,000 miles is possibly false. I have seen it before on a 91 stealth I looked at. Milage went up consistantly and suddenly dropped. Good to know.
