Default Stock Air Filter

I was recently at a car gathering, and a few people were talking about a guy taking off a lid to his air filter, and by doing that making it sound louder. Is that even possible for just removing the lid to make the car sound louder?

Depends upon how the air box was designed I guess. Will it work on our cars, NO. On old school cars with carbs, you could flip the lid on the air filter assembly and you could hear the 4-barrel kick in better...

I have heard that by adding the FIPK open air filter set up you do get more engine noise. How much more I don't know.

The factory air cleaners have sound deadening baffles in them. Removing those baffles, or replacing the inlet tract with an aftermarket unit, doesn't actually make the engine louder. The additional noise is the air flowing through the inlet tubing. I actually like the sound, kinda like a whistling noise.
