Default Timing belt tension pully

I have a 98 stratus that the bolt on the timing belt tensioner pully has broken off. Is the area that it bolts up to part of the block or can it be taken off and how?

I have a 97 2.0 and the pulley bolt mates with the bracket which mounts to the block with 3 bolts. Is this pulley boltthe bolt you are referring to?
