Default High idle when cold....

Is it default for the engine to run high idle areoun 1500rpm's when it is first turned on when cold? My '01 3.0 does just that, but once i get to driving and the temp reaches normal level it idles in Neutral at 700-800rpm's.

Any thoughts?
