Default 96 stratus transmission cooler

I have some transmission fluid leaking under the front bumper where the transmission cooler is. How hard is it to get to the transmission cooler on this model?

I don't know for sure, but the tech at the local Dodge dealership said it would cost $600 to replace it because of all the labor they have to perform to get at it. I wasn't going to go for that since that car is only used by my son to travel to and from high school. I wondering if I can just bypass the cooler altogether.

If it's the tranny cooler NO ... It's necessary on the A604 tranny
If it's the power steering I'd say yes
I'd check the hoses first they get old and loose and start leaking
