Default P0122 TPS Low Input Voltage

I need help......I have a 99 Stratus 2.4 dohc and have the check engine code P0122. I have replaced the TPS sensor twice, and the pigtail looks good with no visible damage. I had the computer cleared and the code just keeps coming back. Could I have a mechanical problemcause this issue?Any help would be greatly appreciated.

Did you get a voltmeter and check the voltage ??? If so What does it read???

PIN 1 VIOLET/white = 5.01 vdc
PIN 2 ORANGE/blue = 0.800 vdc
PIN 3 BLACK/blue = 0 vdc

This is with the key on and not running.

I checked the harness all the way back to the PCM and did not see any signs of a bad wire.
