Default 2001 Dodge Stratus R/T Overcharging - high voltage at Alternator / Battery

Hello,
I'm new here, but I'm having an annoying problem with my 2001 Dodge Stratus R/T with the 3.0l 6cyl. Basically the system is overcharging, I am getting 20+ volts at the battery, and at the alternator.

I have changed the alternator, but that doesn't seem to have fixed my problem, is the Voltage Regulator someplace else? Where else should I be looking?
