Default Loud whine/grind on passenger front when car is moving...help!

Hey everyone, I've searched the forum for anything relative and haven't been able to find anything so I'm posting up for help. I've got a 2000 Stratus that has a LOUD whine/grind from the passenger front side when the car is in motion. It's audible at about 15mph and gets progressively louder the faster I go. There are no variables to the issue...it doesn't matter if I'm driving straight or turning, nor does it go away at any time, and it does not change with hot/cold weather. I've isolated it to be a suspension issue by turning off the car while the car is in motion and there is no change. I initially thought it was the bearings, so I've replaced the hub assembly. I also thought it may be the wheel itself, so I had them rotated. I've even had the struts replaced. Nothing's helping. If anyone can help us I'd appreciate it.

That's what i'm leaning towards. The brakes are in good condition and are completely redone. The hub assembly was also changed on that side.

once had a bud who's brake dust shield (sheet metal behiend the rotor) was rubbing on the rotor. took a few wheel bearings swaps before he found it.

on my '02 SE+ i would get some noise from the same side. had the chassis lubed 3-4 times over 2-3 years before i had to replace the tie rod end.

hope it helps.
