Default seat belt help

I noticed today that the back shoulder restraints do not lock when you yank on them. I am assuming of course, that they are supposed to. looks like I need new belts. 1. can you buy just the retractors? 2. any idea what would cause the locking mechanism to fail on both sides but not up front?

hey what year and make of car do you have.

i know that mine only seem to lock when i slam on the breaks or what ever.......

you might just have to replace the mechanism in side. old or wore out.

its a 99 4dr. with the 2.4L I4 and auto.

I talked to the local dodge dealer today and from what they said, its normal. It will lock under inertia when the car is moving only.[&:]
it seems odd to me but since both of them are doing it I guess its probablly true. I'm going to take off the panels and see if I can replace the belts with Ford Focus seat belts. those lock all the time and the have the position lock feature too.
