P420 Code

P420 Code
Have a 2000 Stratus with 2.4 liter engine. When you first start the car up the idle is very rough and you think it's going to stall out, when it's idling like this it throws a P420 code ( Catalyst system efficiency below threshold ). If you shut the car off once or twice and restart engine the idle is fine and there are no codes being thrown. Anyone have any ideas or suggestions. Thanks in advance for any help offered as I just want to figure this out as it's my daughters car
