Default Timing Marks

Still working on my daughter's 99 2.5 Stratus - her father-in-law (FIL) replace timing belt and other things. I've been trying to get it to run for a few weeks. He had the belt 3 teeth off on 1/3/5 cam and 2 marks off on 2/4/6 cam. Engine would crank but not fire at all. I had no fire to the plugs so I replaced the distributor and computer. Car runs (if you want to call it that). When I do get the engine to run, pressing the accelerator does nothing and there is constant back-fire. Compression is right at 180 PSI on each cylinder. Don't find a vacuum leak anywhere. Is it possible for the crank to point to TDC and the timing marks to be exact (I loosened everything and moved the cams and crank to their respective timing marks), and still have everything off 180 degrees? That's the only thing I can think of that would cause this.

Suggestions?
