2.4 liter timing belt issue

hello
i have a 95 dodge stratus 2.4 l 24 v
and am doing a timing belt
are the cam sprockets soppost to turn freely when the belt is off ?

The exhaust cam will turn freely the intake one will have more resistance. let us know
