Default Wheel hub assembly

This is probably not stratus specific, but wasn't exactly sure where to post this. I got my stratus from my family, a previous problem was loud road noise, was said that it was from the tires. I changed factory wheels with a set of 19's, that were supposed to have no sound at all, and the same noise persisted. I took my car into a mechanic shop and was said that it was the wheel hub assembly. Now I have brand new rotors, brake pads and wheel hub assemblies. The noise is still there, so I am hoping that someone might have some insight on this or where I might go to get some possibilities and recommendations. Thanks, I have an 05 stratus sxt 2.4l sohc. I replaced the brake pads with ceramic pads, the hub assemblies were national. So the quality of parts is not the problem, and I am lost as to what else it could be, since the sound is still the same through different wheels and tires, and new wheel hub assemblies

Don't do this in a closed place or without someone watching you. Jack the front wheels off the ground. Support with jack stands. Set handbrake.
Start engine and put the car in gear. Get a mechanic's stethoscope. Start probing around.
