1999 stratus is slow to crank

1999 stratus is slow to crank
Hey everyone,
I am posting here for my sisters 1999 Dodge stratus ES
The car is slow to crank everyday, the first time its started.
The car will fire up everytime but for the first start of the day, it turns over slow but finally starts.
If i shut the car off and try to turn it back on, it fires right up.
I was thinking the starter but like i was saying its only on the first start everyday. The car has to sit overnight or about 8-10 hours for this problem to reoccur.
If it was the starter wouldnt it do it more often?
The battery is brand new.
the only other thing I can think of it being would is a drain somewhere in the car which would cause the car to crank slowly in the morning
