Default Stratus dying and starting issues

My brother in law got a 2000 dodge stratus 2.5l V6 in March 2011. The fuel neck was busted but he didnt replace it for a yr. The only reason he did is because it would stall and nit start up again if it was or had been raining. It didnt solve the Problem. He also replaced the egr solenoid, distributor cap and for some reason only the front 3 spark plugs. Still would stall... he gave up on it and gave it to me. It was throwing a egr code and an O2 code. I check the spark plugs noticed the front and rear center wires were ripped. So the stalling when wet made sense now.. I replaced then but have yet to replace the plugs. Yesterday i drove it about 19 miles and while driving it just lost all power and died. It hasnt rained in at least a week. I cranked it and it would start but run around 2-300rpms instead of the normal 7-800 idle then die after a few seconds ... i let it sit overnight and it started up rough this morning but then went back to a normal idle... CEL is on but cant run a scan right now . any ideas?!

Fuel filter? Considering that the fuel tank was open to the elements when the fuel neck was busted for a year....probably got a lot of junk in there.
