Default 98 Breeze-Tach Not Working

My tach is wrapped all the way around and stays there until I rev it to around 4000.It then jumps all over and returns to what appears normal.It continues to work until I shut the car off,it then returns to the pinned position.

Has anyone had this happen? What is the fix?

I have found some replacement clusters on EBay.Are they a direct bolt in?Do they need to be set up at a dealership?

could be loose wiring on back of dash ,sending unit or tach going bad, not real sure on how that model is wired, replacement units should be direct fit,should plug in and work ,mileage may need to be programmed into it ,not sure on that make ,if its stored in control module only ,or stored in speedometer also
