Default fuel not rising

I have a 2000 dodge stratus that's have difficulty starting due to the fuel. I replaced the pump about a month ago car was running great. Then it started having problems starting so i replaced the fuel filter and fuel pressure regulator and still nothing. The car will start and run fine if i.turn the ignition on and off 4 times? Is it possible my fuel pump id messing up i can hear it turn on when the.ignition turns on please help im stuck idk what it could be.

have you tried changing out the automatic shutdown relay(asd relay) should be in the fuse box under the hood you should be able to swap one of the other relays to check

Since it seems to work on the 3 or 4th try, I wonder if your fuel line isn't bleeding back (checkvalve). Basically draining the line, and needs to build up the pressure again.

Try turning the key, wait 10-15 seconds with it on the "on" position, then crank it. If that works, then you've probably got a failed checkvalve. Not sure where that is, if it's inline, or part of the fuel pump.
