2000 Dodge Stratus V6 SE

I have a 2000 dodge stratus and my horn started randomly honking when i turn my steering wheel. I cant take the fuse out or my windows and sunroof dont work any more. I unhooked both of my horns but i still hear the the clicking inside my car when the horn would be honking and its annoying. I want to get it fixed and make sure the correct thing is being fixed the 1st time. PLEASE HELP THANK U
