hi. i have a loose electrical wire that i dont know what it belongs to or where it is supposed to be plugged in. (bottom middle of the picture.) its at the front passenger side of the car under/near the washer fluid tank. thinking it may be the horn since the horn isnt working? i have an 04 stratus.

 

Is the front bumper cover off in the picture? Looks almost like a foglight harness. Even if your car didnt come with foglights from the factory, they may have ran the wiring for it.
