MAP Sensor P0108 is the sensor busted?

MAP Sensor P0108 is the sensor busted?
2002 Dodge Stratus 2.4 DOHC
The code Im getting is P0108.
I have tested the MAP sensor 3 different ways
1)Checked to make sure its getting voltage
2)Monitored the signal wire at idle and acceleration - voltage stays the same, around 1.5v, it will how ever go up in volts if i quickly blob the throttle.
3)Checked it with a vacuum pump, its around 3.8V at 0 HG of vacuum, and goes down from there around .5 every 5 HG of vacuum.
From what I've researched this should all indicate a bad MAP sensor, but i went to the junkyard and got a new one and installed its and its the same as my old one. Could these both be broken?
I believe the map sensor should read around 5V at 0 HG vacuum? and then go down from there? My MAP sensor is at 3.8V, and then goes down from there.
any insight would be great
