Dust cover on my driver side half shaft (CV axle) got ripped. Is there any way to change dust cover without changing the whole half shaft? Is it self-doable? If it is, how?

It is possible to get kits that allow you to repack them and install new boots. Call around to a few parts stores and see if they are available. It should be done before you develop further problems from water and grit getting in. here is a link to some on ebay.
