I was going to suggest the heater core as the culprit but as you have flushed the system, I guess not. Could the cooling system pressure suddenly increase when you start driving therefore enabling the coolant to run through the rest of the system? Once the car is idling and sitting for a while after driving, does the air cool off again or does it stay hot?

I had the same problem with my 02'r/t, the problem seems to be fairly common here. It's an air pocket in the radiator. I'm not sure if you can have your radiator re-cored or if you just need to refill it. I am opting for a new aluminum racing radiator myself, but I think you can just repair what is there. I have found a few people that seem to have the same problem though, and the just of it seems to be you can top off the coolant in the radiator and the resirvoir, maybe even using strait coolant instead of a mixture.

Sounds like you have a circulation problem for sure. Definitely make sure that the radiator is full, not just the overflow jug. Was the engine overheated before the tstat was put in?

In my 01 stratus with 2.7 it had and air pocket in radiator and once they fixed the heat works great. Hope this helps.

everytime you come to a stop and let it idle it blows cool air...but if you rev on it or start going down the road it gets hot again

no it never over heated the temp guage would start to rise but it never overheated, one time when the guage was reading hot i looked under the hood and the engine was barely hot i could hold my hand on the valve cover but it doesnt do that anymore the guage stays at a hair below half way
