no start, ignition locked out, no transponder

2001 Stratus, 288k, 2.4 dohc auto, never had skim key system, vehicle has been parked for heater control issues, swapped bcm with same type bcm (no skim key), reinstalled original bcm during diagnosis, battery disconnected and fully charged, vehicle started and ran for 3 sec and shut off 3 times and is now locked out no starter engage as the antitheft would be. any ideas to reset.. no engine codes on scanner, all dash lights are coming on. Remember this has no VTSS or skim (theft security sys or chipped key) and no codes. Went out today and to continue diag the a/c blend door issues, unlocked and opened door, and the alarm went off, Horn and headlights, installed the key and tried to start, alarm kept going off tried to start 1 time, start and shut off, so theft alarm is fully set. pulled IOD fuse to turn off horn and flashing headlights.disconnected battery and shorted the + - wires and turned headlights and ignition on for overnight, still no start. Reinstalled orig bcm, still no crank, horn only blows with ignition sw on, and keyless remote works to lock and unlock and panic modes, although it still would not allow starting of vehicle. If I jump the asd and fuel pump relay I then have power to the injectors, and fuel pump, and with the key on, jumped the starter relay, the vehicle cranks but will still not start. Any other ideas?
