High pressure switch is new. Did the same thing (A/C on intermittedly not at all, fans staying on once turning on) before replacing that sensor. There is not too much refrigerant in the system, it's been checked and rechecked. Charged, vacummed and recharged (using the proper equipment) more than once during this whole process.

Havne't done the relay / PCM test yet. Been out of town and the car is a second car so not like it's used every day. Would like to get this straight though. Thanks for all the help.

Sounds like you got all the basics checked. If it turns out that the PCM is not commanding the control side of the relay on and the other 12v side of the relay coil has constant power, the last thing to do is to check all the inputs to the PCM with a scan tool (IAT, ECT, High side pressure, engine load, and A/C request signal). If all those readings check out to be reasonable that just leaves us with one last option, a bad relay driver transistor in the PCM.
