Default Dodge Stratus No Start

My father owns a 2000 Dodge Stratus SE (2.4L) with roughly 190,000 miles on it. It had been a good car and required few repairs. Recently, the car refused to start. I discovered there was a lack of power distribution throughout the car and was able to trace the issue back to Fuse #10 (Fuel Pump Relay, Power Control Module and ABS) under the hood. The fuse had corroded and blown. I replaced and cleaned the fuse slot yet the car still will not start even though power to the car has been restored.

When you turn the key one position forward, before starting, the odometer illuminates with the current mileage. When you attempt to start the care, the odometer disappears and only the brake warning light illuminated on the instrument cluster. The car does not turn over, cycle the fuel pump or anything else. Accessories such as the lights all work and the battery tested 'okay.' I was told the car may need a starter but I do not think than is the issue based on my above statement. The key turns fine when inserted and the key is not chipped, its old school. I've checked the other fuses and none seem to be bad. Any input would be appreciated.
