Also up here in new england we've been having a lot of rain, and I'm not sure I want to be replaces my headgaskets anytime soon.
And also where is the easiest place to get a pulley press besides a dealership or garage?

cold air is better, and i have driven in some HARD rain, with no problem...the only time that you will run into an issue is if you basically submerge the car. most parts store will let you borrow a puller.
I haven't had any problems here in Mi. with my C.A.I. I hit a puddle once doing about 45 and my electronics started to flicker in and out and I could feel the engine kinda lagging, but I shut the car off for a minute and everything was fine. If your really worried, most applications have a breather avail. that eliminates the concern of hydrolocking your engine.
