Default Starting Problems

Hi,
My 1996 RT/10 won't start. The battery is charged and all the accessories turn on with the ignition in the ON position. But when I move the key to START - nada! Not even a click from the starter solenoid. It's as if there is an interlock preventing a signal to the solenoid. The clutch pedal switch is disconnected, so it cannot be interlocking the solenoid. But the anti-theft system is behaving strangely. When I arm it, the light just continues to flash. Then when I open the door, the alarm does not sound. Can it be that the anti-theft system is preventing the starter from getting power? If so, is there a way to over-ride it to get the car started and into the shop?
