I've seen some things for overlays on the lights around the exterior of vehicles. I was wondering what they actually were. From the sounds of the instructions it's really just a tint... Anyone know for sure?

 

Most of them are a tinted plastic shield that look kinda cheesy imo. They just mount on top of the light. Besides that, you can also "smoke" headlights or taillights by sanding them, spraying a tint, and reclearing the light.
