Default ABS issue I don't see listed

I see about a million ABS problems on here but none exactly like mine. The ABS and brake lights on the dash do not illuminate but the ABS is triggered when I decellerate and am about to come to a stop. I've read about oversized tires and speed sensors and I'm not fully buying into that since I've been running oversized tires on my stock rims for a while without this problem, which has just recently occurred. I never have a loss of pedal, it always pulsates as if I were having traction control problems. The only way that I can drive safely is by pulling the fuse (losing tach, speedometer, odometer) or disco'ing the ABS (illuminating break and ABS dash lights). Does anyone have any experience with this issue or at least an educated guess?
