Default 91 Grand Caravan loses speed after hitting 2000 RPM's

We just bought a 91 Dodge Grand Caravan 3.3 litre. We were told by a trustworthy source (family member) that the van is running like a champ. Suddenly when we go to pick it up and are on our way something goes wrong. We got up to about 45 mph and then suddenly the van started slowing down. It will not go over 20 mph now unless you let it set and then start it over. It will go about 2-3 miles before slowing down again. Even if you bury it and try to go fast, you just creep along. It will slightly backfire, but not the "heart stopping bang" you typically hear.

We replaced the plugs and wires and it still does it. We are about to change the fuel filter. What could be causing this? Any suggestions are GREATLY appreciated.

skipped time.. needs timing belt
